Tree Removal Permits in Hillsboro Beach
Hillsboro Beach singles out one species by ordinance. Section 7-125 declares any and all species or varieties of the Norfolk Island Pine prohibited, dangerous and hazardous where the tree is dead or substantially dead, becomes diseased or dies, or where its physical condition, height, overhang, angle of lean or other factor threatens or endangers the public safety, health or welfare. That declaration is made in the code rather than tree by tree, and what follows it is a ten day clock. TWQ Landscaping prepares and files these applications, and our ISA Certified Arborist (NY-6948A) produces the supporting report where one is required.
Does This Apply to Your Property?
The first thing to establish here is who you are dealing with, because it is not the town. Broward County enforces Article XIV in Hillsboro Beach rather than the town running a certified ordinance of its own, so the instrument is a county Tree Removal License and it applies at three inches DBH. Our Broward County guide sets out what the license costs, which categories stay with the county, and what the application involves.
On whether the town adds a permit of its own, we can tell you what was searched. Chapter 6, Chapter 7 Article IX and Chapter 12 Division 7 were retrieved in full on 23 August 2026 and searched for a municipal tree removal permit, and the search returned nothing. That is a statement about the search rather than a finding about the code, and it is worth putting to the town before a scope is finalized. What the town does regulate directly is set out below, and it reaches work that a county license does not touch.
The residential position runs through the county. Broward County Section 27-408(a)(3)(c) exempts removal of any tree on owner-occupied residential property of one acre or less developed for detached single-family or duplex use, and previously preserved or replaced trees stay outside that exemption, as do historical and specimen trees. Which program applies to a particular house is worth settling before advising on it.
What Needs a Permit
For an ordinary removal the answer is the county license at three inches DBH, and the county page covers the thresholds and the exemptions that go with it. The town layer sits alongside that rather than replacing it, and it operates on a different mechanism: a declaration in the code plus a notice, rather than an application you file.
Section 7-125 is that mechanism. The Norfolk Island Pine declaration turns on condition and on risk factors that are named in the section: dead or substantially dead, diseased or dying, or a physical condition, height, overhang or angle of lean that threatens or endangers public safety, health or welfare. On a coastal property with mature specimens, an angle of lean is the criterion worth inspecting for before a season rather than after a storm.
What It Costs
The exposure that decides a budget here is the enforcement route rather than a fee. Where an owner fails to remove a tree within the time specified, the city removes it and the cost constitutes a charge and lien against the owner property. That is a cost set by whoever the town engages rather than by a schedule you can price against, and it attaches to the title rather than arriving as an invoice. Each day the violation exists or continues constitutes a separate offense, so the daily exposure accrues while the removal cost is still building.
On fees, no municipal tree permit fee was located in the sections read on 23 August 2026, and the tree removal application package was not located separately either. The county license fee is the one that applies to an ordinary removal and it sits on the county guide. We confirm both the county figure and anything the town charges before quoting.
One town requirement carries its own cost and it is easy to miss because it is not tree work. For artificial turf the town requires a site plan prepared by a licensed Architect, Engineer, and Landscape Architect, submitted with a landscape plan and a check to the town in an amount set by Town Commission resolution. Three separate professional seals on a turf installation is a real line item, and the amount is in a resolution rather than the code.
What Happens If It Is Done Without a Permit
Two exposures run in parallel and they come from different authorities. The county license carries the county enforcement described on the Broward County guide. Separately, the town route under Section 7-125 runs on the notice: the Chief of Police or an authorized representative serves written notice by personal service or certified mail, or by posting on the premises where the owner cannot be found, and the notice commands the owner to remove the tree no later than ten days after receipt or posting.
Ten days is short for a scheduled crew, a county license and any access arrangement a coastal property needs, which is why the useful moment to look at a Norfolk Island Pine is before a notice is served rather than after. Where the deadline passes, the town removes the tree and bills it as a lien, and the separate offense counting continues.
What to Check With Your Contractor
Section 6-8 writes the debris duty onto the trade by name. Privately employed tree trimmers, tree surgeons, landscape contractors and operators of tree and shrubbery maintenance services shall remove all refuse and debris from the premises upon which they are working, including limbs, tree trunks, roots, shrubbery clippings and other debris emanating from their work. A proposal that leaves chip or trunk sections on site for later collection sits against that section, so haulaway belongs in the price rather than in a change order.
On a development site, Section 12-395 specifies the barrier by what it has to stop rather than by how it looks. Protective barriers are installed along the perimeter of all preserve areas and constructed at such intervals to prevent machinery from passing between them. Storage of equipment or materials inside the set-aside areas is prohibited, as is dumping excess soil, liquids or any other construction debris, and so is removal or re-grading of soils within the preservation areas.
The consequence attaches to the certificate of occupancy, which is where it hurts a schedule. Any damaged vegetation within the set-aside areas has to be replaced with vegetation equivalent to the vegetation destroyed before any certificates of occupancy or other approvals may be issued. Equivalent to what was destroyed means mature stock on a mature preserve, so a barrier breach in month two is priced at handover.
What to Do Next
Three things settle a Hillsboro Beach job before it is priced. That the county license is the instrument, and what it costs at the caliper in scope. Whether any Norfolk Island Pine on the property meets the condition or lean criteria in Section 7-125, since that is the species the section names and the one a ten day notice attaches to. And whether the site has preserve areas, because the barrier standard and the equivalent replacement rule bind the whole build rather than the tree crew.
We settle those before quoting. We inspect the trees, document species, size and condition, prepare the arborist report where the application calls for one, file the county license, install preserve barriers to the standard Section 12-395 sets, and carry the debris off site as Section 6-8 requires.
